- [ヒバクシャ・ストーリーズについて](https://hibakushastories.org/jp-about-hibakusha-stories/) - Sakue Shimohira, Shigeko Sasamori, Hiroshima hibakusha at UN Headquarters, NYC ミッション ステートメント ヒバクシャ・ストーリーズのミッションは広島と長崎に投下された原爆が残した負の遺産を「核のない世界」を実現するための大きな力になるように、高校生や大学生などの新しい世代へと伝えていくことです。「ヒバクシャ」とは原爆投下を生き延びた人を指す日本語で、加齢に伴い、当時の実体験を共有する機会が限られています。 さらに… 今日の若者は核兵器の危険性について警戒を強めています。世界の核保有国が核問題などに関する情報をツイートする、この乱流状態の地政学的現実の中、「核使用のタブー が危険な状態になっている。アメリカをはじめ世界中の若者が率先して核問題に関する議論を交わし、カリキュラムが整えられ、デモなどをこれほど行われてきたのは、19８0年代以来です。この１０年間、ヒバクシャ・ストーリーズは、軍縮に関する対話を確立させ、教育者に力を与える手段としてカリキュラム開発の手助けし、生徒自らの活動の支援を行ってまいりました。 19８２年、100万人以上の人たちが核軍縮を求めてニューヨークのセントラルパークに集まりました。この年は架空の物語として、都市カンザスが核兵器とそれに伴う余波のもとにある状況を描いた映画”The Day After”が上映された年です。そして、文化的視点で見る核武装競争への意識が高まり、世論にも計り知れない影響を及ぼしたのです。世界中の多くの国でも映画や演劇、マンガ、教育やテレビのプログラムとして核問題が扱われました。1980年代、核に対する恐怖はリアルだったのです。 冷戦が終わり、ベルリンの壁が壊されると核の危険性についての意識も急激に薄れていきました。しかし、危険は増大しているのです。現存する核兵器はずっと少なくなってはいますが、私たちの地球を何度も破壊できるほどの威力を持つ1万9千発もの核兵器があると考えられています。また、アメリカ、そして旧ソ連が主に支配してきた大国の軍備競争という形ではなく、5つの核保有国（アメリカ、ロシア、イギリス、フランス、中国）に留まらずインドやイスラエル、パキスタン、北朝鮮への核拡散が続いてきました。 核兵器廃絶を実現するため、非核兵器国と民間公益団体（NGO）の間に非公式な同盟が結ばれ、この５年間の間で核兵器の廃絶への運動は大きな勢力となり,ました。そして、核兵器禁止条約の締結への呼びかけは、ノルウェー、メキシコでの国際会議を経て、２０１４年１２月、オーストリアで開かれた核兵器の非人道性に関する第３回国際会議を受けて、核兵器の禁止に向けて行動することを呼びかける「オーストリアの誓約（プレッジ）」に基づくものです。オース卜リアが提唱した法的措置を求める「人道の誓約」にはこれまで、127力国が賛同した。 人道支援活動 は核軍縮にとって最も重要な取り組みとなりました。 このムーブメントにより、核問題は正しく見直されてきました：人道的影響、環境的影響（environmental consequences）。核兵器禁止の時代が近づいているのです（113カ国が参加する2017年から始まる国連総会におけるResolution L.41）。 作家であり活動家でもある、ヒバクシャ・ストーリーズの支援者、ジョアンナ・マシーさんは「核兵器が生み出す危険は今、歴史上のどの時代よりも強くなっている。若い世代へ核問題の充分な理解をさせなければ、彼らの未来に大きな被害を与えるだろう」と訴えています。 ヒバクシャ・ストーリーズは、軍縮や核についての教育がカリキュラムに存在していない学校で活動しています。普通教育のカリキュラム要項に従い、軍縮教育が主流なものになるように中等学校のカリキュラムへ軍縮教育を改めて導入しています。若い人たちが、核の及ぼす脅威をより良く理解できることが目的です。核のことを学び、世界を放射能汚染のないものにすることは、命を守るために必要なことです。これからの子どもに必要なのは、読み、書き、そしてそろばんではなく放射能への知識（Reading, Writing and Radiation）だと確信しています。 私たちは自らが知り、理解している危機しか想像したり表現したりすることは出来ません。広島と長崎の原爆の実相は、まさに学び知るべき危機なのです。元IAEA（国際原子力機関）局長、モハメド・エルバラダイは、「多くの人が広島や長崎の悲劇を忘れてしまっています。そしてこれが、核の時代の歴史の中において、私たちが核兵器の使用へ向かっている理由なのでしょう」と危惧しています。 ヒバクシャ・ストーリーズは、ニューヨーク州の五つの郡を含む高校や大学で講演を行い（生徒数3万2千人以上）、国連軍縮部の協力のもとNYC高等学校の教育者のために軍縮教育を行い、国連ガイドの知識を高めるために被爆者による証言セッションを実施。また、被曝者の証言とアートを結ぶ、芝居、コンサート、映画の上映、その他文化的フォーラムなど、地域社会全体を対象とするイベントを開いてきました。 私たちは危機的状況の中に暮らしています。私たちが２1世紀を生き抜けるかどうかは、核の脅威を知り、二度と核兵器が使用されないように、それを廃絶することの出来るような力を見つけられるかどうかにかかっています。核兵器全面禁止条約をサポートし、活動・参加するには、こちらをクリックしてください。[活動ページへのリンク]。 Yuko Morikawa with students from Jamaica HS at Hunter College ヒバクシャ・ストーリーズの歴史 ヒバクシャ・ストーリーズは「ユース・アート・ニューヨーク」の大切なプログラムです。 「ユース・アート・ニューヨーク（Youth Arts New York）」は国連広報部に加入しているNGO団体で、平和で持続可能な未来を実現するため、若者を動かすためのアートにおける体験の場を提供しています。授業内での体験や優秀なアーティストによる放課後のワークショップ、実践型環境計画やフィールドトリップを支援しています。私たちはニューヨークの公立学校に通う生徒たちが市民の一人として、未来をになう者として、この地球を守っていく責任を学べるような安全な環境をつくっています。さらに、多文化、多分野にまたがるグローバル教育カリキュラムを通して平和や持続性の促進に努めている教員を見極め、支援しています。 ヒバクシャ・ストーリーズは、国際ＮＧＯピースボートのおりづるプロジェクト（Peace Boat Hibakusha Project）が被爆者をニューヨークの高校に招待して、苦悩と希望の証言を届けた２00８年に始まりました。ピースボートは日本を拠点として平和や人権、持続可能な開発や環境への配慮を促進しているNGO団体です。ピースボートはその主な活動を、平和の実現をめざす航海を通して行っています。２00８年には証言活動のために100人以上の被爆者を地球一周の航海に招待しました。 ユース・アート・ニューヨークを通して、被爆者は市内の２つの高校を訪問しました。ニューヨーク・ゲートウェイ・インスティテュートのエリザベス・イラー博士は「これは私がこの学校で見たもっとも感動的で印象的な活動の一つでした。生徒たちは被爆者の話に心を奪われ、素晴らしい、思慮にあふれた質問をしました。訪問された被爆者の方々も感動されていました。私はこの経験を忘れることが出来ません。多くの人生を変えました。そしてこれこそが教育のあるべき姿なのです」と話しています。
